GOALS AND OBJECTIVES:
1: Continue to implement system enhancements with EMSC initiatives that will move towards achieving targets for the federal EMSC performance measures 71-80.
Monitor data for the EMSC Performance Measures (PM) and describe the changes in local, regional and state EMS systems to achieve this measure. Support activities to maintain the established targets for those components that have been met.
- Continue course and quality improvement to maintain Pediatric online & offline medical direction, Pediatric Trauma & Base Station designation, Pediatric interfacility guidelines and agreements. (71, 72, 75, 76 & 77).
- Continue system enhancement on EMSC PM 73 – equipment for EMS vehicles to include both transport and response with public safety and commercial transport vehicles.
- Continue system enhancement on EMSC PM 74–work towards consensus on the standards for pediatric emergency departments and incorporate into state regulations with designation process.
- Finalize the enhancement on EMSC PM 76 –with the incorporation of back transfer forms and guidelines for all ages of patients; develop a Base Station Course for transport nurses specific to their clinical environment.
Monitor data for the EMSC PMs and describe the changes in local, regional and state EMS systems to achieve this measure. Support activities to maintain the established targets for those components that have been met.
- Sustain the state PEMAC membership, meetings and special forums with key stakeholders to expand the methods and technologies that promote networking across Maryland focused on improving the delivery of emergency care to children, youth and families. (EMSC PM 79)
- Maintain the pediatric position on SEMSAC and the EMSC management team within MIEMSS.
- Collect data through benchmarking surveys, inspections, and site visits as needed for each of the EMSC performance measures. (EMSC PM 80)
2: Continue to implement system enhancements with EMSC initiatives that will move towards achieving targets for the federal EMSC PM 78 – pediatric education for emergency service providers.
- Develop pediatric content for the recertification cycles for first responder/ law enforcement, EMTB, EMTI, EMTP and specialty care providers.
- Host pediatric workshops at the state EMS and Emergency Services conferences to reach BLS, ALS, and advance practice audiences.
- Expand pediatric expert faculty for basic and advance standardized pediatric courses to include PEARS, PEPP, ENPC courses and specialty care workshops.
- Collaborate with Maryland AAP, ENA and ACEP to promote pediatric content at annual and regional meetings and conferences.
- Educate children and families on the emergency procedures through regional and state EMSC “Right Care When It Counts” programs and recognitions
3: Expand the statewide EMSC data activities and analysis to include the ongoing progress toward NEMSIS compliant EMS data sets and the expansion of pediatric data reporting for system evaluation and specific regional quality improvement initiatives.
- Participate with the data and research team to identify data elements that are needed within Maryland’s electronic EMS data for NEMSIS compliance and identify the pediatric data elements available for report writing
- Develop standardized pediatric data reports within the EMAIS system to promote local and regional quality improvement activities and statewide initiatives.
- Participate in pediatric quality improvement activities and statewide initiatives
- Expand the pediatric fact sheets to include both prehospital and inter facility special care for high risk populations
- Expand the state Burn Registry to include outpatient data for both children and adults.
